Background. The innovative orientation of the Russian economy determines a need of development of the innovative infrastructure of the housing and communal services and construction industry. Thus, the most important tasks of housing and communal services reformation are the following: development of mechanisms of implementation of economic instruments of self-regulation, use of the concept of cluster approach for implementation of institutional transformations. The article aims at researching theoretical reasons and development of methodical provisions and recommendations to form a system of effective management of housing and communal services of a region, combining subject’s state regulation and self-regulation.
Materials and methods. The work uses the system approach to study basic and applied researches by domestic and foreign specialists and scientists reflecting the problems of economy, 1organization and management in social and economic systems, conceptual approaches to form and manage a system of development of housing and communal services on the basis of the principles of self-regulation and the cluster approach. The research goals were acheived due to the use of the approved in scientific practice research and analytical mechanism combining the following methods: the system, structural, logical and comparative analysis, mathematical and statistical modeling, the method of statistical groups, the analysis of the documents reflecting the results of socioeconomic and financial-economic organization activity of housing and communal services of a region.
Results. The aricle shows the results of the theoretical-methodological and empirical research of the current state of the problems of formation of economic tools of self-regulation of the management system of housing and communal services in conditions of innovationoriented development. The model of a regional housing and social cluster is developed, methodical provisions on implementation of the economic instruments of self-regulation of the management system of housing and communal services at meso- and microlevels are offered.
Conclusions. Detection of economic prerequisites of development of housing and communal services as a regional industry cluster allowed the authors to determine the directions of structurization and streamlining of relations, arising in the production process, consumption, distribution of housing- and-municipal services, feasibility of cluster approach usage in management of regional housing and communal services development. Implementation of economic instruments of self-regulation in the management system of regional housing and communal services will allow to create conditions for implementation of innovative and high technologies into the sphere of housing and communal services, for development of the infrastructure ensuring the development of regional cluster models, for improvement of housing and communal services quality.
